The
City and County of Merced provide numerous incentives
for new and existing businesses. In addition the
competitive wages and available labor, businesses
have the below incentives available to them.
Site
Identification and Development Assistance
The City of Merced Office of Economic Development
staff can help your company through the development
process by coordinating pre-development meetings
and assisting your company. Office of Economic
Development staff can arrange meetings with other
City departments such as Planning, Building, Code
Enforcement, Public Works, and Fire.
One Stop Permit Center
The City of Merced has made tremendous strides
to streamline the development process. The result
is further reductions in already short permit
time frames. The City's One-Stop Permit Center,
incorporating Planning, Engineering and Inspection
Services, is available to assist you with all
development permits, including planning, zoning,
environmental and others. Economic Development
Staff will serve as your One-Stop Permit Center
liasion to ensure a smooth process.
California
Employment Training Panel (ETP)
This
state program assists businesses in acquiring
and retaining a highly skilled work force with
expertise in very specific fields in order to
increase competitiveness and productivity. The
company must produce products or services sold
out-of-state, or have in-state sales, which compete
with products, sold out-of state, and meet the
wage requirements. ETP will enter into a performance-based
contract that will include a customized training
curriculum, for new or existing employees, that
is performed by either an approved training agency
or the company itself. As the training is completed,
the costs for developing, implementing, and completing
the training are completes training and remains
on the job for 90 days. For 10 reimbursed. Ranging
from about $1,500 to $2,000 per employee, reimbursements
are made to the company for each employee that
employees trained, this can total up to $20,000.

Industrial
Development Bonds
Industrial Development Bonds (IDBs) allow job generating
manufacturers to finance acquisition and expansion
projects at low rates through tax-exempt bond issuance.
Qualified firms can use IDBs for projects of $1
million to $10 million.
Deferral of Capital Fees
The City of Merced may defer the collection of capital
fees (facility charges) until the time the Certificate
of Occupancy is issued, not upon the pulling of
the building permit. This saves up-front expense
in project construction.
California
Capital Access Program (CalCAP)
The California Capital Access Program (CalCAP) encourages
banks and other financial institutions to make loans
to small businesses that fall just outside of most
banks' conventional underwriting standards.
CalCAP is a form of loan portfolio insurance which
may provide up to 100% coverage on certain loan
defaults. By participating in CalCAP, lenders have
available to them a proven financing mechanism to
meet the financing needs of California's small businesses.The
California Capital Access Program (CalCAP) encourages
banks and other financial institutions to make loans
to small businesses that fall just outside of most
banks' conventional underwriting standards.
Recycling Market Development Zone
Incentives include one-stop permitting assistance,
waiver or reduction of development/permit fees,
a database on land, buildings, markets, and feedstock,
a micro revolving loan fund, and installment payment
of fees. The RMDZ loan program can also fund a maximum
of 75% of costs directly attributed to an eligible
project up to a maximum of $2 million, whichever
is less. This benefit is available to companies
in Fresno County who recycle materials which would
otherwise be sent to landfills. |
